还有请讲讲关于"to"的定语从句,例如to which/that能不能和where互相取代,举例

Australia is my first and also only one foreign country I have ever been to
/Australia is my first and also only one foreign country where I have been.这两句话语法对么?

1，to which是可以得，但是不能to that
2, 这句话的前半句也许应该改成Australia is the only foreign country...因为有only就不用first了，看起来有点奇怪
3，语法应该是对得，不过我也有点犹豫- -
